This guidebook represents the final report of the JMU-SHEN Energy Partnership Pilot Project (conducted 1997). This guidebook discusses the various processes that JMU and SHEN underwent to develop their partnership. In addition, lessons learned and pitfalls to the partnership process are discussed in detail.
