Shenandoah National Park—James Madison University

Energy Partnership Memorandum of Understanding

 

 

 

PURPOSE

This Memorandum of Understanding (MOU) serves to establish the framework within which Shenandoah National Park and James Madison University can work together to accelerate the energy savings goals of Executive Order 12902, and the Energy Policy Act of 1992 (EPACT). This MOU sets forth the agreements, responsibilities, and procedures necessary to carry out the objectives of the National Park-University Energy Partnership Program for the following participants:

 

National Park: Shenandoah National Park

University: James Madison University

Integrated Science and Technology Program

Harrisonburg, VA

 

It is understood that certain organizations will provide support to Shenandoah National Park and James Madison University in identifying and documenting energy saving opportunities. These organizations include:

INITIATIVES

In order to meet this purpose, Shenandoah National Park will work with James Madison University to identify and implement energy saving projects. Four (4) key activities will be conducted during the Summer of 1997 to achieve this objective.

 

  1. Photovoltaic (PV) Power Opportunity Analysis. The first specific project that students will work on at Shenandoah is the design analysis for several remote power PV projects. These projects include powering: transmitting/receiving units for a transmissometer (measures visibility), a radio repeater station, and a camera for transmitting live pictures of the park over the world wide web.

  3. Utility Database Project. Over two years of utility bills will be copied from the park for input into a utility bill data tracking system. The system will track energy consumption based on these inputs. Per Shenandoah’s request, the system will also track billing data (e.g., when bills are paid, total costs, etc.).

  5. FEDS Analysis. At least five buildings will be analyzed using FEMP’s Federal Energy Decision System (FEDS) software. The process will include visiting Shenandoah to review building blueprints, conducting energy audits of the buildings, entering the data into the FEDS program, and generating reports with retrofit recommendations.

  7. Identify Project Funding: Funding opportunities will be explored for the second phase of the project (implementation and dissemination phase). For instance, James Madison University will work with DOE-FEMP to identify Energy Savings Performance Contracting (ESPC) opportunities and to incorporate ESPC into its energy management program.

 

IMPLEMENTATION

Shenandoah National Park and James Madison University will work closely with the Alliance to Save Energy, a national non-profit focusing on energy efficiency, and its Federal Energy Productivity Task Force to implement projects as they are identified.

PROGRAM RESPONSIBILITIES

This MOU commits the undersigned to work together toward achievement of National Park-University Energy Partnership goals. It is agreed that the undersigned will adhere to the following responsibilities:

INFORMATION AND EDUCATION

FEMP and the Alliance to Save Energy will work with Shenandoah National Park and James Madison University to actively develop information and education campaigns concerning the lessons learned throughout this endeavor. Such efforts could possibly include technology explanation panels and/or solar powered exhibits for Shenandoah National Park. Both DOE-FEMP and the Alliance will provide information to help Shenandoah tell the story to various news media organizations or other interested parties.

 

GUIDELINES

Project activities will be administered according to the Project Workplan which identifies more specific tasks, timelines, and deliverables. See attached.

 

ADMINISTRATION

Public Information Coordination. Subject to the Freedom of Information Act (5 U.S.C. 552) decisions on disclosures of information to the public regarding projects and programs referenced in this MOU shall be made by Shenandoah National Park following consultation with the other parties' representatives.

 

Amendment and Termination. This MOU may be amended by the mutual written agreement among signatories. This MOU may be terminated by the mutual written agreement signatories. Signatories may terminate individual participation upon a 30-day written notice.

 

Effective Date. This MOU shall become effective upon the latter date of signature of the parties and shall remain in effect for a period of 1 year, upon which the MOU becomes eligible for renewal.

 

DISCLAIMER

This Memorandum of Understanding is not intended to and does not create any contractual rights or obligations with respect to the signatories of any other parties. Rather it is a declaration of understanding between two parties to join in a collaborative effort to save energy and water in Shenandoah National Park.
